The Sindh High Court (SHC) has dismissed the plea of Daewoo Pakistan Consortium seeking an injunction against outsourcing of the Islamabad Airport.
The court has also rejected allegations of favoring the Turkish company by the evaluation committee of Pakistan Airports Authority (PAA).
The court noted that the representatives of Daewoo Pakistan had submitted their bid after the deadline 4PM, while Daewoo’s official arrived at 5:45 PM which led to the rejection of their bid based on late submission.
On the request of Daewoo Consortium, a second Grievance Committee was formed, chaired by the Deputy Prime Minister, Ishaq Dar. However, this committee also dismissed Daewoo’s plea after a thorough review.
The Bid Evaluation Committee was established on October 7, 2024 led by Deputy Director General PAA, Sadiqur Rehman upheld the decision to reject Daewoo Pakistan Consortium’s bid for late submission.
In its ruling, the SHC has ordered has directed the PAA administration to ensure transparency in Islamabad airport outsourcing, as well as to adhere strictly to the Public Procurement Regulatory Authority (PPRA) Rules.
